Conclosure.
With reference to the last paragraph of
my Despatch No. 6 of the 9th. of January, 1917, I have the honour to transmit for the signification of His Majesty's
pleasure the accompanying Ordinance intituled: -
An Ordinance to require certain returns to be made to the Custodian of Enemy Property.
No. 5 of 1918,
The usual report by the Attorney-General is attached.

It was considered preferable to make the necessary returns compulsory by Ordinace rather than by
Proclamation, which in this Colony would have no sanction
behind it, in view of the fact that the earlier returns were
required by Ordinmce. I regret the delay occasioned by this
circumstance and by the unavoidable causes,

I enclose for your information copies of pamphlet which has been recently issued to explain to the public the requirements of the law.

I take this opportunity of acknowledging
